The General Plan for Construction of the Guangdong-Macao In-Depth Cooperation Zone in Hengqinwas issued by the Communist Party of China (CPC) Central Committee and State Council on Sept 5, 2021. It establishes the 106-sq-km (41-sq-mile) cooperation zone covering a customs-supervised area between the "first line" and "second line" of Hengqin Island. The "first-line" refers to Hengqin Island and the Macao Special Administrative Region, while the "second-line" refers to the area between Hengqin Island and other Chinese customs territories.
The Economic Development Bureau of Hengqin (ECDHengqin) is one of the nine administrative bodies under the Executive Committee of the Guangdong-Macao In-Depth Cooperation Zone in Hengqin (the “Cooperation Zone”). With the primary mission of promoting the overall economic and industrial growth of the Cooperation Zone, ECDHengqin prepares key industrial and technological development plans, formulates and implements industrial policies and measures. ECDHengqin is also responsible for international roadshow, investment promotion and business attraction, industry introduction and industrial ecosystem cultivation, industrial platform construction, development of cultural tourism, M.I.C.E. and commerce, technological innovation, and industrialisation of scientific research findings. ECDHengqin also provides end-to-end services for businesses and professionals, with comprehensive support for industrial projects and talent initiatives for successful implementation of quality projects and attract talent. Furthermore, it also coordinates with customs and border inspection authorities at the Hengqin port.
